The City of Frederick is committed to providing uninterrupted essential services to our residents and are making strategic decisions on how best to deliver other services long term. The City of Frederick will be enacting a modified delivery of City services, department access, and processing deadlines. Additional services and orders have been enacted by the State.

  • Until further notice, all boards and commissions will be meeting in a virtual format. Viewing and commenting is still possible. Learn more.
  • NAC meetings will resume in 2021 in a virtual format. More information will be available soon. 


  • Public access to City facilities is restricted and by appointment only. Residents should contact the appropriate City staff member to arrange appointments. Please note that reduced staffing levels of some offices will likely occur. Masks are required for building entry. 


  • Due dates for City bills, permits, licensures, and citations are extended to thirty days after the City State of the Emergency ends.


Health Center

  • The health center is operating 9AM-5PM
  • The health center is offering telehealth to existing patients which can be scheduled by email to or calling 301-600-1393 or 301-600-1506.
  • COVID-19 testing is available Monday-Thursday 9:30AM-11:30AM on an appointment basis for anyone who is symptomatic and/or has had direct contact with someone who tested positive.
  • If you are not a current patient of the Frederick Community Action Agency Community Action Health Center and are in need of healthcare services at this time, please complete an online intake form at to see if you qualify for healthcare services at our health center. A staff member will contact you within 24-72 hours after submission of your application

Food Supports

  • The soup kitchen is open 5:30PM-6:30PM daily with limited indoor seating and carryout options.

  • In collaboration with the Salvation Army, the Frederick Community Action Agency has mobilized its Food Bank to serve local seniors and families. The current food drops are in operation: 
    • Food drops on the West side of the City are coordinated with the Asian American Center of Frederick and the Spanish Speaking Community of Maryland in Frederick.

Other Services

  • Additional agency services (transportation, housing and weatherization, and energy assistance) have been reduced to allow staff to work on emergency and urgent needs. For more information, visit the FCAA Website
  • Additionally, we are monitoring the impact of COVID-19 on the most vulnerable in our community. We are in active conversations with fellow human service providers to ensure all populations are cared for during this public health crisis.


  • Curbside Pick-Up Zones will continue throughout the downtown area and do not require meter payment. These parking spaces are open for 10-minute use 11AM-9PM. Residential permits are permitted to use the spaces at all other times. Those with handicap tags/permits may use the curbside pick-up zones for up to one-hour. Parking garages continue to offer 30 minutes of free parking for pickup at this time.
  • Restrooms are open in the Carroll Creek and Church parking garages from 9AM-10PM with regular cleanings in place and adequately stocked with handwashing supplies.


  • The City debuted an online submittal portal for applications, plans, and fee payments for work with the Planning, Engineering, and Building Departments on 4/1/2020. Through this service, the public can submit for the intake of building permit applications, site and subdivision plans, Historic Preservation Commission applications, Zoning Board of Appeals, Archelogy, public improvement/grading plans, and many other applications.   • Code Enforcement inspectors continue to monitor City properties and are patrolling on an amended schedule. Inspectors are adhering to State Executive Orders, City policies, and CDC guidelines to ensure safety during their efforts. Even during this challenging time, it remains important for all City residents to maintain one’s property in a customary way to avoid unintended harmful situations. 


  • Inspections that require City oversight will occur on Tuesdays, Wednesdays, and Thursdays. Certain items may be inspected at a future date if not critical to be checked at this time. Inspections requiring coordination with other City departments outside of the DPW Projects Departments will require two weeks advance notice. More information for the Land Development Community
  • Water sampling must be performed through the City. City labs will accept samples for testing Tuesday through Thursday before noon. Collection on site must occur no later than 11 AM that day. Sampling must be scheduled two weeks in advance. 


  • The William R. Talley Recreation Center will be open for select pre-registered programming.   Walk-in activities are not permitted at this time. New facility reservations are currently unavailable. All existing reservations have been canceled and cannot be rescheduled. All satellite recreation centers will be closed until further notice.   • The Talley Fitness Center is open with safety precautions and a reservation system in place for members only.

  • All park facility permits, park pavilion permits, permitted use of city fields, and permitted use of city tennis courts has resumed.  Users are encouraged to practice physical distancing, wear a mask when unable to socially distance, practice proper hand hygiene, and avoid large gatherings.  Applications are being accepted.

  • All parade/walk/race permits are canceled through March 1, 2021.  New applications and applications currently under review for parade/walk/race permits are not being accepted/processed at this time.  As conditions warrant, the City will communicate plans to resume the application and permit process. 

  • All park playgrounds, pavilions, basketball courts, tennis courts, in-line rinks, the Dog Park, and skate parks are open. Users are encouraged to practice physical distancing, wear a mask when unable to socially distance, practice proper hand hygiene, and avoid large gatherings.
