1. What are the locations of the parking garages and municipal lots?

There are five parking garages and one municipal parking lot in the City of Frederick. To view locations please visit Maps.

The parking garage locations are:

• The Carroll Creek Garage is located at 44 East Patrick Street next to the C. Burr Arts Library and is accessible from the first block of East Patrick Street and off of the first block of South Market Street.
• The Church Street garage is located at 17 East Church Street and is accessible from East Church Street and off of the 100 block of North Market Street, behind the Brewery Pub and Restaurant.
• The Court Street garage is located at 2 South Court Street and is accessible from South Court Street and Citizens Way.
• The East All Saints Street Garage and is located at 125 East All Saints Street on the corner of East All Saints and South Carroll Street.
• The West Patrick Street garage is located at 138 West Patrick Street next to the Fredrick County Courthouse on the west side, and is accessible from the second block of West Patrick Street and the first block of South Court Street.

The municipal parking lot locations are:

• The North Market Street Lot is located on North Market Street and is accessible from the 300 block of North Market Street.
• The Marc Station Lot is located behind the Marc Station, which is located on East Street. The parking lot is accessible off of Wisner Street. This lot is permit parking only

2. What are the fees for parking garages and municipal lots?

Monthly parking at the five parking garages is available at a cost of $97 per month. Daily parking is available at $1 an hour, not to exceed $12 a day.

Hourly parking is available at the North Market Street Lot through the use of parking meters at $1 an hour.

Note: If you are a downtown resident and need a place to leave your vehicle while away on vacation or other business, you may leave your vehicle in one of our parking garages, provided you make prior arrangements. This may involve prepayment of the parking. Vehicles should not be left longer than 48 hours without prior notification to the Parking Department and vehicles left longer than 48 hours may be towed at the owner’s expense. 3. How do I obtain a "No Parking" sign, and is there a cost?

"No Parking" signs can be obtained from the Parking Department at 2 South Court Street or by calling (301) 600-1429. "No Parking" signs can be obtained for the following activities as follows (Pricing may vary depending on location):

• Moving: $1 per hour or $8 max per metered space per day. $1 per non-metered space per day with a limit of 3 spaces. There is $4 deposit per sign. If stakes are needed there is a $4 deposit per stake.
• Wedding: $1 per hour metered space. 3 hour max limit. $1 per non-metered space per day. A limit of 5 spaces. There is $4 deposit per sign. If stakes are needed there is a $4 deposit per stake.
• Contractors: $4 per day per metered space for the first week, second week and beyond is $8 per day per metered space. $1 per non-metered space, per day. When renting a metered space by the month, 1st month is $40, 2nd month is $80, 3rd month is $120, and 4th month is $160 per space. Limit of 3 spaces unless authorized by supervisor. There is $ 4 deposit per sign. If stakes are needed there is a $4 deposit per stake.
• Funerals: Funerals handled through a local funeral home shall receive signs to cover one city block in the area of the funeral. The time limit shall be three hours per funeral. There is a flat rate of $25 per funeral to cover the signage for the affected block.
• Memorial Service: $1 per sign, or a maximum of $10 per memorial service. There is no deposit for these signs.
• Dumpsters or Lift: $8 for metered space, per day. $1 for non-metered space, per day. There is $4 deposit per sign..

4. Can any resident obtain a "Residential Parking Permit" and is there a cost? Does a "Residential Parking Permit" allow parking anywhere in the city?

Boundaries: The resident permit parking areas are generally bounded by: The Southern most residential property on the Eastside of College Avenue to the Southside of Carroll Parkway to the Westside of Bentz Street to the Northside of Fourth Street to the Westside of East Street to the Southside of All Saints Street to the Westside of Bentz Street. The 200 and 300 Block of Rockwell Terrace. The 500 Block of Elm Street. Ice Street.

Eligible Dwelling Units: Persons eligible for residential parking permits (metered or non-metered) must live on one of the following streets within the bounded area--

East and West Church Street

East and West Second Street

Residential Metered Parking Permit: Each dwelling unit within the bounded area that is located on a street block with parking meters in front of the dwelling may apply for and obtain up to two (2) Residential Metered Parking Permits. The first Residential Metered Parking Permit is provided at a charge of Fifty ($50) dollars and the second Residential Metered Parking Permit is available at a cost of One Hundred Dollars ($100.00). The holder of a Residential Metered Parking Permit may park on any of the streets listed. Residents living on streets with parking meters in front of their dwelling may obtain non-metered parking permits in lieu of metered parking permits. In either case, each dwelling is restricted to a total of two (2) permits. Credit cards are accepted for payment of residential permits.

Residential Non-Metered Parking Permit: 1. Each dwelling unit within the bounded area that is located on a street block where no parking meters are present in front of the dwellings may apply for and obtain up to two (2) Residential Non-Metered Parking Permits. The first Residential Non-Metered Parking Permit is provided free of charge and the second Residential Non-Metered Parking Permit is available at a cost of One Hundred Dollars ($100.00).

2. Each dwelling unit within the bounded area that is located on a street block with parking meters in front of the dwelling may apply for and obtain up to two (2) Residential Non-Metered Parking Permits. The first Residential Non-Metered Parking Permit is provided free of charge and the second Residential Non-Metered Parking Permit is available at a cost of One Hundred Dollars ($100.00).

3. The holder of a Residential Non-Metered Parking Permit may park on any of the streets listed that are not controlled by a parking meter. Residential Non-Metered Parking Permits are prohibited fromparking at spaces controlled by parking meters.

Limitations: Subject to restrictions on areas where Residential Metered and Non-Metered Parking Permit holders may park as defined in subsection D of this document, a vehicle lawfully displaying a Residential Parking Permit may park any day of the week without further charge for a period of time not to exceed forty-eight (48) hours within the defined area in any lawful parking space.

A vehicle displaying the proper Residential Parking Permit (metered and non-metered) is not required to move every two (2) hours. But, the permit holder of a vehicle displaying a Residential Parking Permit (metered and non-metered) must still comply with all other applicable local, state, or federal laws including, but not limited to, garbage and street sweeping nights and special events.

Visitors Permits – A resident of streets listed above may obtain a visitor permit in the form of a hang tag for those times when a guest will be staying and they wish to park their vehicle on the street. The resident may obtain the hang tag in advance of the visitors’ arrival if necessary. The resident will need to visit the Parking Office and present the following: address where vehicle will be parked, tag number of vehicle to be parked and duration of stay. The cost is determined by the street being metered or non-metered. The cost for a metered street is $1.00 per hour or $8.00 per day, $2 per hour or $16 per day on the 1st block of East and West Church St. The cost for a non-metered street is $1.00 per day. There is a $4.00 deposit of both and this deposit will be refunded upon return of the hang tag after the visitor stay is concluded. All vehicles still need to adhere to the restriction for street sweeping/trash pickup night as posted for each street.

Resident permits – Note: If you area resident permit holder and your car is damaged or rendered inoperable for any other reason and you need a temporary permit for a rental car etc. please call the Parking office at 301-600-1429 for assistance.

5. What is the "Park and Shop" program?

Commercial businesses may purchase “Park and Shop” tickets from the Court Street Parking Garage. The park and shop tickets are available at a cost of $1, $2, and $3, up to $7. Commercial businesses may give these tickets to their customers as they see fit, however, only two tickets may be used when exiting the garages. The tickets may be used in exchange for hourly parking in the four parking garages only.

6. What is the "Courtesy Parking" program?

The City of Frederick allows three excused parking tickets per person per year. Any person receiving an expired meter parking ticket can have the ticket excused provided they arrive at the Court Street Parking Garage Office within 30 minutes of obtaining a ticket. The courtesy program is effective on any metered street for expired meter citations only.

7. I should not have gotten this citation. Can the police void it?

Once the citation is written, neither the police officer nor the parking enforcement officer can void the ticket. However, there is a process by which the citation can be administratively reviewed and the citation adjusted for the following reasons only:

• Inoperable meters
• Valid Disabled Permit
• Valid Residential Permit
• Contractors with a prepaid rental
• Inaccurate information on citation.

8. How do I pay my fines?

Parking fine(s) may be paid in person at the Court Street Parking Garage Office between 8:00 am – 5:00 pm, Monday – Friday. Fine(s) may also be paid by mailing the payment to the:

Fine(s) may also be paid on line via the Internet by visiting Parking Ticket Payment (There is a $3.50 charge per ticket for online payments.)

9. I requested that my citation be reviewed and was unsatisfied with the results or I want to request a trial date to have a hearing on the merits.

If you have received a citation and wish to contest it or explain any mitigating circumstances you may request a court date by filling out the appropriate paper work at the Court Street Garage Office. The paper work must be completed within five days of the issuance of the ticket.

10. I paid my fines. Why am I still getting delinquent notices?

Occasionally, due to mail or computer processing delays you may receive a delinquency notice for a citation you’ve already paid. Should this be the case, simply bring in proof of payment to the Court Street Garage Parking Garage Office or call (301) 600-1429. If the delay is due to computer processing you should visit Parking Ticket Payment.

11. What if I ignore the notice or fail to pay my fines?

If the fine is not paid within 10 days of issue date the fine doubles. If fine is not paid within 25 days an additional penalty of $15 is added, after 30 days of non-payment there will be an additional penalty of $10 added, and will result in notification to the State Motor Vehicle Administration and you will be refused registration or transfer of your motor vehicle (Transportation Act Sec. 26-305). Payment of fines after notification to MVA will result in an additional fine and administrative fees.

12. What is a "scofflaw"?

A “scofflaw” results in the non-payment of five parking tickets, that are all more than 10 days old A “scofflaw” results in the towing of a vehicle requiring the offending party to pay all tickets, late fee’s, towing, and storing charges. Frederick City Code Section 13-21.

13. What happens if a vehicle is abandoned?

It is unlawful to leave a vehicle parked on a city street for more than 48 consecutive hours without moving it. It is unlawful to abandon a vehicle on a city street. Leaving a vehicle in an inoperable condition may constitute a prima-facie case of abandonment. It is unlawful to park a vehicle on a city street that is not displaying current, valid registration plates. Frederick City Code 13-27.

Towing may be used to enforce these provisions.

14. Are there special reserved parking spaces?

There are “Commercial Loading Zones” and “Handicap” parking areas throughout the city. Violation of these spaces will result in fine(s).

15. Where do I park if I am called to jury duty?

Frederick County has made arrangements with the City of Frederick for parking in the West Patrick Street Parking Garage. Simply print your name legibly on the parking ticket and follow directions given by the jury clerk. There will not be a charge to jurors.

16. Are there any accomodations made for library patrons?

A limited number of Library patrons may park free for two hours at the Carroll Creek Parking Garage. Library patrons should take a parking ticket from the “Library Ticket Machine” and have it stamped at the library. Library patrons will be charged for any stay longer than two hours. Please be mindful of the library hours as free parking does not extend pass those of the operating hours of the library.
