Alderman Young Tapped to Serve on COG 2013 Legislative Task Force

Frederick, MD -- City of Frederick Alderman Karen Young was recently appointed to the Metropolitan Washington Council of Government’s (COG) 2013 Legislative Task Force. Alderman Young will help set the policy agenda for COG and assist in obtaining support at the state and federal levels.

In 2009, the Council of Government’s Board of Directors created an ad hoc Legislative Task Force to provide an additional layer of oversight and review prior to Board action. At its July 2012 meeting, the COG Board voted to expand membership of the Task Force to include representatives of COG’s policy boards and committees.

Alderman Karen Young said, “I am anxious to serve in this role during these challenging and uncertain economic times. It is critical that our agenda is responsive to the needs of our member communities and that we proactively reach out to all levels of government in obtaining support for our key initiatives."

The COG Board annually reviews and adopts a policy platform that outlines the region’s legislative priorities. These priority statements are drafted by staff in coordination with the region’s legislative directors and are vetted through COG’s various policy and technical committees. The purpose is to:

• Provide a Framework for Advocacy
• Advance Region Forward Goals
• Guide the work of COG policy committees and staff
• (Act as) One voice on regional issues

“One Region Moving Forward” is COG’s vision and is a commitment by COG and its 23-member government jurisdictions to create a more accessible, sustainable, livable and prosperous region. Every level of government has a role to play in achieving this vision. Creating strong relationships with state and federal legislators continues to be a priority for the COG Board. To achieve its “Region Forward” vision, an equal commitment from, and strong partnerships with, state and federal governments is a necessity.

Alderman Young also serves on the Metropolitan Washington Council of Governments
Board of Directors (Vice-Chair), Board Executive Committee, Air Quality Committee (Vice-Chair), Employee Compensation and Benefits Review Committee, Budget and Finance Committee, Executive Director Search Committee, and also serves as COG’s Representative on the Maryland Department of the Environment Air Quality Control Advisory Council.

The Legislative Task Force will review COG staff recommendations prior to Board adoption in November.
