Chief Kim C. Dine, Chief of the Frederick Police Department is pleased to announce the following promotions in the Frederick Police Department:

• Lt. Thomas J. Ledwell to the rank of Captain;

• Cpl. Paul W. Beliveau to the rank of Sergeant;

• Cpl. Kirk H. Henneberry to the rank of Sergeant;

• Cpl. Sean F. Carr to the rank of Sergeant;

• OFC Charles A. Snyder to the rank of Corporal;

• OFC Aaron B. Lapp to the rank of Corporal; and

• OFC Tracey M. Carr to the rank of Corporal.

An official promotion ceremony will be held at the start of the Mayor and Board of Alderman public meeting scheduled for Thursday August 16, 2012 at 7:00 pm.

Captain Thomas J. Ledwell, a twenty year veteran of the agency, joined the Department in June of 1992, and rose through the ranks of corporal, sergeant, and lieutenant. Captain Ledwell has worked in Patrol, Special Tactical Operations, and in varying capacities had operational, supervisory, and administrative command of a number of units within the agency, including the Patrol Division, Drug Enforcement Unit, the Directed Patrol Unit, the Special Response Team, the Crisis Intervention Team, the Canine Unit in addition to a number of projects including the development of the Agency’s Focus on Four Crime Reduction Strategy, which has played a key role in the Agency’s successful intelligence led/data driven policing efforts. Captain Ledwell is a certified instructor in a number of areas and is an expert in Search and Seizure Law. He has received numerous awards and commendations. Captain Ledwell holds a Bachelor of Arts Degree in Behavioral and Social Sciences from the University of Maryland and a Master’s of Business Administration from Frostburg State University, where he graduated with honors.

Sgt Paul Beliveau, a twelve year veteran, joined the Department in November 1999, and graduated from the 42nd Frederick Police Academy. He has worked in the Patrol, Training, and Special Operations Divisions. He is currently the supervisor of our Directed Patrol Unit. In addition to his normal assignments, Sgt. Beliveau has been a member of the Department’s Special Response Team since 2000 and has served as a team member, element leader, and is currently the Assistant Team Leader. He holds numerous certifications including Police General Instructor, Firearms Instructor, Standardized Field Sobriety Test Instructor, and Field Training Officer. Prior to joining the agency, Sgt. Beliveau served four years in the United States Marine Corp where he attained the rank of Sergeant.

Sgt. Kirk Henneberry, a nine year veteran, joined the Department in October 2002, and graduated from the 45th Frederick Police Academy. He has worked in the Department’s Patrol Division as an officer and an assistant supervisor. Sgt. Henneberry is currently the supervisor of our Internal Affairs Unit. He has served as a Field Training Officer and a Police General Instructor. Sgt. Henneberry holds a Bachelor of Arts degree in English from Hood College.

Sgt. Sean Carr, an eleven year veteran, joined the Department in July 2001, and graduated from the 44th Frederick Police Academy. He has worked in the Patrol Division as an officer, assistant supervisor and supervisor. Sgt. Carr has served as a Field Training Officer and he is one of the Department’s multi-lingual officers. Sgt. Carr holds a Bachelor of Arts Degree in Criminal Justice and Psychology from the University of Dayton.

Cpl. Charles Snyder, a twelve year veteran, joined the Department in November 1999, and graduated from the 42nd Frederick Police Academy. He has been one of the Department’s K-9 handlers since 2004. Cpl. Snyder is currently the Assistant Supervisor of the Department’s Directed Patrol Unit. He has served as a Field Training Officer and a member of the Crisis Intervention Team. Cpl. Snyder holds a Bachelor of Arts degree in Political Science from U.M.B.C and an Associate’s Degree in Criminal Justice from Frederick Community College.

Cpl. Aaron Lapp, a five year veteran, joined the Department in December 2006, and graduated from the 49th Frederick Police Academy. He has worked in Patrol and the Criminal Investigation Division. Cpl. Lapp is currently one of the Assistant Supervisors in the Criminal Investigation Division. He has served as a Field Training Officer, a patrol rifle user and a police general instructor. Cpl. Lapp holds a Bachelor of Arts degree in Criminology from the Indiana University of Pennsylvania.

Cpl. Tracey Carr joined the Department as a dispatcher. She applied and was hired as a police officer in November 2003. Since graduating from the 46th Frederick Police Academy, Cpl. Carr has worked in Patrol and the Community Services Division. She is currently the Assistant Supervisor of Patrol Squad C. Cpl. Carr has served as a Field Training Officer, an Intoximeter Operator, and she is a member of the Department’s Crises Intervention Team. She received her Associates degree in Police Science from Frederick Community College.

Promotions to the rank of corporal and sergeant consist of highly competitive processes, which include several processes, including assessment from assessors from outside police agencies. These processes are run by a professional firm specializing in promotional processes. Promotion to Captain (Deputy Chief) is a discretionary promotion appointed by the Chief of Police.

Chief Dine congratulates all of these promotees for their hard work and success in these processes and for their outstanding careers. Further, Chief Dine indicated his challenge to these outstanding and highly educated women and men to continue to take the Frederick Police Department to new heights in responsiveness to crime, quality of life issues, and addressing community concerns.
