City of Frederick Freezing Weather Plan Activation – Shelter Information

The City of Frederick at all times is committed to ensuring the safety and well-being of all our community members. Currently, the City is operating under the activated Frederick County Freezing Weather Plan, a collaborative effort involving key partners including but not limited to the Department of Housing and Human Services, the Religious Coalition for Emergency Human Needs, and the Frederick Rescue Mission.

When this plan is activated, the Religious Coalition for Emergency Human Needs opens and operates the Emergency Cold Weather Shelter, a crucial component of the Frederick County Freezing and Cold Weather Plan. To access the shelter:

  • Client Referrals: Self-referrals or walk-ins are accepted; no referral is needed.
  • Partner Agency Referrals: Referrals from partner agencies are also accepted.
  • Transportation: Police agencies provide transportation when needed, and the Linton Emergency Shelter/Cold Weather Shelter is conveniently located on a public bus route.

Street outreach efforts are underway by the Department of Housing and Human Services and Sheppard Pratt to inform those experiencing homelessness about the Emergency Cold Weather Shelter. Additionally, Sheppard Pratt and Frederick County Substance Abuse Services engage with residents at the Linton Emergency Shelter to provide treatment and other services.

For daytime options, the Salvation Army operates a year-round day shelter, while the Department of Housing and Human Services has opened its daytime warming shelter.

  • Religious Coalition for Emergency Human Needs Emergency Shelter: Residents leave by 7:00 am. Phone: 301-631-2670
  • Rescue Mission: Breakfast served starting at 6:00 am. Phone: 301-695-6637
  • Day Shelter (Salvation Army): Open at 7:00 am (Monday through Friday).

  • Day Shelter (Community Table HHS): Open at 8:30 am (Monday through Friday); open at 10:00 am on weekends and holidays. Phone: 301-600-1506
  • Community Table Dinner: 5:00-6:30 pm (7 days a week).
  • Linton Shelter: Opens at 6:00 pm. Phone: 301-631-2670
