Mayor O'Connor appoints Collard Acting Deputy Director of Planning


The City of Frederick is pleased to announce the appointment of Gabrielle Collard as Acting Deputy Director for Planning. A seasoned urban planning professional with an impressive 20-year career, Collard brings a wealth of experience and expertise to her new role.


Collard earned her Master's Degree in Community Planning from the University of Maryland in 2003 and has been an integral part of the Frederick community since then. She began her career with the Frederick County Division of Planning and Permitting, serving as a planner for two years. In 2005, Collard transitioned to The City of Frederick, where she worked as a development review planner before assuming the position of Division Manager of Current Planning—a role she has excelled in for the past 15 years.


"Gabrielle’s extensive experience and proven leadership make her the ideal choice for Acting Deputy Director role,” said Mayor Michael O’Connor. “With the growth and vibrancy of The City of Frederick, the work of the planning department is more important, and busier, than ever. I appreciate Gabrielle’s willingness to take on this responsibility and I have the utmost confidence in her ability to guide our city through this period of transition."


Throughout her tenure with the City, Collard has played a pivotal role in the development and implementation of various legislative initiatives, community outreach programs, and interdepartmental collaborations. Her dedication to overseeing the general operations of development review services has contributed significantly to the city's growth and sustainable planning efforts.


“I am excited and honored to serve the administration, my coworkers, and the residents and businesses of the City in this capacity and look forward to our continued progress on a number of exciting initiatives,” Collard said. 


Collard steps in as Acting Deputy Director for Planning following the retirement of Joe Adkins, who served a 35-year career with the City.


The City is confident that Collard's extensive experience and commitment to community development will further enhance the city's reputation as a sustainable and desirable community for both current and future residents. The City will conduct a comprehensive search for a permanent Deputy Director.
