After an illustrious career spanning 35 years of dedicated service to the community, The City of Frederick’s Deputy Director of Planning Joe Adkins announced his intention to retire effective Dec. 29, 2023.
Joining the City of Frederick on Aug. 1, 1988, Mr. Adkins has played a pivotal role in shaping the city's development landscape. Among his many achievements, Mr. Adkins spearheaded the creation and adoption of two comprehensive plans, crafted two small area plans for East Street and Golden Mile, and ushered in the City’s efforts to create its first Form-Based Code. His leadership was instrumental in managing multiple annexations, ensuring that development aligns seamlessly with the city's comprehensive plans.
Mr. Adkins also played a key role in various transportation planning initiatives, collaborating with the Maryland Department of Transportation (SHA) on projects such as the Monocacy Blvd interchange, future widening of US 15, the Golden Mile multi-modal access project, all of which showcased his commitment to a forward-thinking, sustainable city.

We wish him a well-deserved retirement filled with joy and relaxation."
Mr. Adkins shared his reflections on his career, saying, "It has been an honor to contribute to the growth and development of the City of Frederick over the past 35 years. I am immensely proud of what we have accomplished together, and I am confident that the city will continue to thrive under capable leadership."
As Mr. Adkins steps into retirement, the City of Frederick will commence the process of identifying an interim planning director. Following this interim period, a nationwide search will be conducted to secure a long-term replacement for Mr. Adkins.
