Mayor and Board approve $19.8 million contract for FPD Headquarters

The City of Frederick Mayor and Board of Aldermen unanimously approved Thursday night a $19.8 million contract with Waynesboro Construction Company for design-build services of a new police headquarters at 100 E. All Saints Street. 

“The new headquarters for our Frederick Police Department is a critical need for our community, and a top priority for my administration,” said Mayor Michael O’Connor. “This project aligns with our City’s strategic plan to maintain a safe and vibrant community and I am looking forward to taking the next steps in this process as we move closer to bringing this long-awaited project to fruition.”

“Tonight’s approval of Waynesboro Construction as the company that will design and build FPD’s new home is an exciting step in a long journey,” echoed Chief of Police Jason Lando. “I am confident the Waynesboro team will deliver a police headquarters our community will be proud of, and our police family will call home for many years to come. Thank you to Mayor O’Connor and our Board of Aldermen for your support in this important and much-needed project.”

In August 2017, the Frederick Police Department completed a “Space Needs Assessment,” which recommended a facility that contains 56,970 square feet of interior office and operational space. Considering the expansion of the department’s personnel and operational needs over the next 30 years, the recommended square footage has been increased to 60,000 sq. ft. for planning purposes. The William Donald Schaefer Building located at 100 E. All Saints Street was identified and selected for the new facility.

A request for proposal (RFP) for design-build services was publicly solicited in February 2022. The RFP was structured as a guaranteed maximum price (GMP) proposal, not to exceed $20 million. The RFP process concluded in May 2022 with four qualified and responsible proposals. A selection committee comprised of pertinent City staff following established procurement criteria recommended the design-build team of Proffitt and Associates and the lead architect and Waynesboro Construction as the general contractor. The $19.8 million proposal meets the feasibility program requirements and incorporates the City’s MWBE procurement regulations. 

The design-build team will work closely with FPD and other City departments to complete design and permitting phase by October 2023. It is anticipated that a new facility will be completed and operational by December 2024.
