OFC Pyon of the Frederick Police Department arrested two individuals for possessing and consuming intoxicating beverages in the Carroll Creek Linear Park.
OFC Pyon and OFC J. Meyer of the Frederick Police Department were on foot patrol in the area of Carroll Creek Linear park. While on patrol they noticed two individuals in possession of some type of beverage in a brown paper bag. While watching they noticed these individuals consume the beverage, then attempt to conceal it behind a pillar. The officers conducted a field inquiry and they were identified as James Joseph Mervinsky, and George Rodney Philyaw. Further investigation revealed both brown paper bags contained intoxicating beverages. Mervinsky and Philyaw were placed under arrest and transported to central booking for processing without incident.
Frederick municipal ordinance expressly prohibits the possession or consumption of intoxicating beverages while in city parks.
