Summary of Public Meeting Decisions - 6/3/2021

OVERVIEW OF PUBLIC MEETING DECISIONS – June 3, 2021

At the June 3, 2021 Mayor and Board of Aldermen Public Meeting, the Board approved the following items: 

  • A request from Frederick Rescue Mission for a waiver of park rental fees. The Rescue Mission is planning a summer enrichment camp for children in grades 1 through 5 in Carrollton Park. The Board approved a waiver of fees for this purpose. 
  • An Agreement with the Federal Aviation Administration for air traffic control tower operations at Frederick Municipal Airport. The City has had an agreement with the FAA for operation of the agreement at the airport since 2011. This agreement updates the provisions of that previous document.  
  • A change order to a purchase order with Long Fence to construct a chain link fence at the Frederick Municipal Airport. The fence is part of ongoing wildlife hazard mitigation efforts to address both aircraft damage and loss of wildlife. 
  • An agreement with Stillwork Consulting Group, LLC to complete a Department of Housing and Human Services Study. Funding for this study is provided through a grant from the Ausherman Family Foundation, which was approved by the Board of Aldermen in November, 2020. The study will assess DHHS programs and how to most efficiently and effectively deliver services to the community.  
  • Purchase of an armored rescue vehicle by the Frederick Police Department, and an associated special ordinance to allow use of Controlled Dangerous Substance funds for the purchase. Given the increase in mass shootings nationwide, the FPD has identified a deficiency in its readiness to respond to high-risk and mass-casualty situations. The purchase of this vehicle provides an additional tool to respond in a manner that maximizes safety for both first responders and community members. 
  • A change order to GHD, Inc. in the amount of $189,640. This change order is part of the Wastewater Treatment Plant ENR Upgrade project and will provide for an employee training program, as well as a review and updating of Standard Operating Procedure manuals.
  • Increase to a purchase order with Nu-Pulse Technologies in the amount or $247,382.78. This is part of the security upgrades project at the Monocacy Water Treatment Plant and Wastewater Treatment Plant. The additional funds will be used to construct access security improvements at the plants. 
  • A third amendment to the Amended and Restated Memorandum of Understanding with Plamondon Hospitality Partners (PHP) concerning the downtown hotel and conference center project. The term of the original MOU has been previously extended due to the Covid-19 pandemic. As the pandemic’s effects on the economy, particularly the hospitality industry, are still being felt, this agreement further extends the term of the agreement to December 31, 2023. In addition, under the terms of the amendment the City will make a one-time payment of $150,000 to PHP to support the continuation of diligence activities and carrying costs in anticipation of further economic recovery.  
  • An ordinance concerning the Youth Advisory Council. This ordinance requires any appointment of an Aldermanic liaison to the YAC be made by vote of the Board of Alderman following a recommendation from the Mayor.  
  • A Moderately Priced Dwelling Units Agreement with Hamilton Station LLC. City Code requires developers to construct a certain number of moderately priced dwelling units when developing residential units. City Code allows modifications to MPDU agreements to resolve conflicts between the City’s MPDU ordinance and requirements of federal, state, or local affordable housing programs. Public funding of this project conflicts with requirements of the City’s MPDU ordinance; therefore a revised agreement is required.
