The Parks and Recreation Master Plan was adopted by the Mayor and Board of Alderman on September 7, 2023.

The City of Frederick knows that parks and recreation programming are essential! These spaces provide so much to our community, especially our youth. To ensure that our parks and programming grow along with our City, we have adopted a Parks and Recreation Masterplan with the support of BerryDunn (formerly GreenPlay, LLC). This plan provides guidance for future development and redevelopment of the City’s parks, recreation programming, and facilities. To meet short and long-term objectives, this master park plan is comprehensive and included significant opportunities for public involvement to ensure parks and parks investments meet the desires of the growth, and public demand within the community. The plan incorporates energy efficiency and sustainable strategies, evaluates collaborative opportunities with other entities, and explores accessibility opportunities within the current infrastructure.

The Parks & Recreation Master Plan establishes an implementable action plan for the next 5 – 10 years, which will guide the City of Frederick. The planning efforts will help determine residents’ perceptions of the Department, how their free time is spent, and communication efforts required from the Department. This assessment and evaluation of park, recreation programs, open spaces, facilities, greenways, trails, and other amenities are also noted in the plan. This plan will serve as a roadmap for parks and recreation, ensuring an appropriate balance of facilities, amenities, and services throughout the community.

A project team which included City staff and representatives have guided this project by providing input to the consultant, BerryDunn, throughout the planning process.
