Summary of Public Meeting Decisions - 05/21/2020

At the May 21, 2020 Mayor and Board of Aldermen Public Meeting, the Board approved the following items:

  • An Agreement with Brown, Schultz, Sheridan & Fritz for professional auditing services. Both the City Charter and state law require an annual audit of City financial books and accounts. The City has entered into an agreement with Brown, Schultz, Sheridan & Fritz to perform the audit for the next four years. 
  • An Ordinance to amend the Land Management Code, Section 404, Table 404-1 pertaining to the Professional Business (PB) zoning district. This ordinance amends the Use Matrix to add the land use categories “Electronics Components Manufacturing and Processing” and “Electronic Equipment, Assembly Production” as permitted by “by right” in the PB zone.
  • Memorandum of Understanding with Frederick Innovative Technology Center, Inc. (FITCI). FITCI is a technology business incubator, of which the City is a founding partner. This MOU establishes work responsibilities, lines of communication, functional organization, and funding at $50,000 per year for fiscal years 2021, 2022, and 2023.
  • Resolution of Support for the establishment of a National Park Service Historic Preservation and Museum Object Conservation Campus at Westside Regional Park. This will create a permanent National Park Service facility on a portion of City owned land at Westside Regional Park. The City will be compensated for the land, as well as benefit from the addition of a cultural and educational amenity within the City.
  • Agreements with the Fraternal Order of Police, Francis Scott Key Post Lodge #91, Non-Commissioned and Commissioned Officers. City police work under a negotiated agreement between the FOP and the City. The current agreement will expire on June 20, 2020; new agreements were negotiated between the City and FOP. Changes to note concern compensation, sick leave, certain provisions for K9 officers, and an agreement to conduct a salary study in the final year of the agreement. These agreements will expire June 30, 2024.
  • An Ordinance to amend the City’s 22-Year Pension Plan. In conjunction with the negotiated agreements with the FOP, the Board passed an ordinance amending Appendix G of the Agreement, the 22-year pension plan. Revisions adopted through this ordinance concern credit for years or Eligibility Service and Credited Service for active duty service in the United States Armed Forces.
  • A memorandum of understanding with the Fraternal Order of Police to apply certain modifications the collective bargaining agreement dated July 1, 2020. These modifications concern provisions of the federal Families First Coronavirus Response Act. This act allows sworn officers to be excluded from certain provisions regarding paid sick leave; however, the City does not wish to apply this exclusion. This MOU establishes the intention to include sworn officers, while additionally providing for the carryover of certain accrued leave, similar to provisions previously approved for civilian employees in response to the COVID crisis.
