Drug Trafficking Organization Investigation
In February of 2019, case agents Detective Rafter and Detective Grigsby of the Frederick Police Department’s Drug Enforcement Unit initiated an investigation into a drug trafficking organization (DTO) responsible for selling dangerous drugs to residents in Frederick City and Frederick County, Maryland. The investigation eventually led investigators into other jurisdictions and states as members of the DTO were located and identified. Members of this drug trafficking organization were also revealed to being involved in non-fatal and fatal overdoses in Frederick.
In addition to the Frederick Police Department’s Drug Enforcement Unit, members of the Frederick HIDTA group (consisting of the Frederick County Sheriff’s Office, Maryland State Police, Brunswick Police Department, and Homeland Security Investigations) fully participated in this investigation from its onset. As the investigation ensued it crossed into other jurisdictions, where additional police agencies provided assistance and worked together in dismantling this DTO. These agencies included the Washington County Sheriff’s Office, the Hagerstown Police Department, the Drug Enforcement Administration (DEA), the Newport Police Department (Delaware), Homeland Security Delaware Office, and the DEA Delaware Office.
During the investigation, detectives from the HIDTA and SWAT teams from the Frederick Police Department, Washington County and the Maryland State Police conducted multiple search and seizure warrants at the following locations:

During these search warrants investigators recovered: over 90 grams of fentanyl, 36 grams of methamphetamine, over 125 grams of heroin, over 1 ½ pounds of marijuana, 150 grams of psilocybin mushrooms, half ounce of crack cocaine, 12 grams of cocaine, over 4 ounces of THC wax, over 80 Suboxone (Buprenorphine) strips, Percocet pills, Xanax pills, Adderall pills, Oxycodone pills, over $83,000 in U.S Currency and CDS related paraphernalia. 50 grams of suspected CDS and/or cutting agent was also recovered and will require further lab testing. It should be noted that Fentanyl is a very powerful opioid that is fifty times stronger then heroin. The approximate medical estimate of a lethal dose of Fentanyl in humans is 2-mg. The 90 grams of fentanyl recovered in this case equals 90,000 mg which would indicate an estimated 45,000 potential lethal doses seized from this group. In addition the estimated street value of the illegal street narcotics seized was assessed at over $40,000.
All individuals arrested were transported to Frederick County Adult Detention Center, Washington County Adult Detention Center and Delaware Detention Center for appearances before the respective courts. This investigation is ongoing, and in the coming weeks additional individuals and charges will be identified for members and associates of this group.
The Frederick Police Department would like to thank all assisting agencies for their efforts and unwavering support.
The Frederick Police Department’s Drug Enforcement Unit remains steadfast in aggressively targeting drug dealers who knowingly sell opioids including heroin and fentanyl, and other controlled dangerous substances in our community.
