[ARCHIVED] Frederick Man Arrested on Possession with Intent to Distribute Cocaine and Crack Cocaine, and Resist

On 05/24/2017, officers of the Frederick Police Department’s Street Crimes Unit were on routine patrol in the 1300 block of W. Patrick Street. The officers observed a vehicle fail to come to a complete stop at the intersection of a parking lot and Grove Hill Road. As a result, a traffic stop was conducted in the area of S. McCain Drive and Orchard Way.

During the traffic stop, officers observed the driver, who was later identified as Larry Herman Bowens III, by his MD Driver’s License, to be visibly shaking and breathing heavily. In addition, Bowens, without provocation, stated there was nothing in his vehicle. A K9 officer was called to the traffic stop location and conducted a sniff of Bowens’ vehicle, which yielded a positive alert for the odor of a controlled dangerous substance (CDS). As a result, officers asked Bowens to step out of his vehicle to place him under arrest.

Once outside of his vehicle Bowens attempted to flee. Bowens ran across S. McCain Drive with officers in chase. Bowens was taking into custody a short distance away from his vehicle. During the apprehension and after continuous commands, Bowens continued to resist arrest by keeping his hands under his body and out of the officers’ view. Eventually, officers were able to place Bowens’ hands behind his back and apply handcuffs.

Search incident to arrest, of Bowens, revealed a large amount of a white powdery substance (56 grams), which was suspected cocaine, and two smaller baggies of suspected marijuana (each containing 4 grams). Also found on Bowens’ person was $347 in U. S. currency. During the search of the vehicle, officers located another large baggie containing a flat round “cookie” suspected of being crack cocaine (25 grams), a baggie containing “rock” like substances suspected of being crack cocaine (10 grams), and a set of digital scales.

As a result, Bowens was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
