[ARCHIVED] Frederick Police Make Arrest for Possession with Intent to Distribute CDS


During a business check of the 400 block of S. Jefferson St, officer makes arrest of Frederick man for possession with intent to distribute heroin and prescription medication.

December 15, 2016

On 12/14/2016, at approximately 2001 hours, an officer of the Frederick Police Department’s Patrol Division was conducting a business check of 423 S Jefferson St and the surrounding parking lots. While conducting the check, the officer observed a suspicious vehicle in the parking lot.

The officer conducted a field inquiry and made contact with the driver, Richard Bryan Gilliland. Upon making contact with Gilliland, the officer observed Gilliland to be visibly shaking and breathing heavily. The officer spoke with Gilliland, who gave expressed consent to search the vehicle. When Gilliland stepped out of the vehicle, the officer observed CDS paraphernalia on the driver side floorboard of the vehicle.

At that time, Gilliland was placed under arrest. The officer conducted a search of Gilliland’s person and vehicle incident to arrest. The officer located a quantity of individually packaged heroin and prescription medication consistent with possession with intent to distribute the same.

Gilliland was transported to the Frederick County Adult Detention Center without incident.
