[ARCHIVED] Traffic Stop Results in Driver and Passenger Being Arrested (SCU)

The Frederick Police Department’s Street Crimes Team has made an arrest of a driver for various motor vehicle violations and a passenger for possession of marijuana …

On 12-13-2016, at 10:06pm, an officer of the Frederick Police Department’s Street Crimes Team was patrolling in the area of the 1100 block of W. Patrick Street, Frederick, MD. The officer observed a green Cadillac with several large items hanging from the interior rear view mirror. This is a visual obstruction under MD Motor Vehicle Law.  A traffic stop was initiated and conducted near the intersection of W. Patrick Street and Baughman’s Lane.


The officer made contact with the driver, who was identified as Charles Dwayne Shelton. While the officer informed Shelton the reason for the stop he detected an overwhelming odor of unburnt marijuana from within the vehicle. Shelton was removed from his vehicle and placed under arrest based on the odor of the marijuana. A search of Shelton revealed no contraband.


During the above interaction with Shelton, another SCU officer contacted the passenger, who was identified as Dennis Michael Slaughter. The officer detected the same strong odor of unburnt marijuana coming from the passenger compartment. As a result, Slaughter was removed from the vehicle. An initial search of Slaughter revealed no contraband. However, the odor coming from Slaughter’s person was so strong officers continued to speak with him. Slaughter admitted to having marijuana on his person and retrieved a specified amount of marijuana from his groin area. The marijuana was weighed and found to have a weight of 14 grams. Slaughter was placed under arrest for the possession of the marijuana.


A search of the vehicle was conducted and no further contraband was located.


FPD Communications conducted a license check for Shelton. The check revealed his privilege to drive in the State of Maryland to be suspended and revoked for various reasons. As a result, Shelton was placed under arrest for the motor vehicle violations.


Shelton and Slaughter were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
