Frederick, MD. - On 07/25/2015 at approximately 9:40 am, OFC. Lauren Sinay responded to 210 North Market Street for a report of infant that was locked inside of a vehicle unattended. Upon arrival OFC Sinay observed the infant in a child seat in the back of the vehicle. Frederick County Fire Rescue promptly responded and unlocked the vehicle and removed the child. The infant was saturated in sweat and hot to the touch. During the course of the investigation, it was determined that the infant was left in the vehicle between 20 to 25 minutes unattended. During this time the front windows were barely open and the vehicle’s ignition was off. The infant was then transported to Frederick Memorial Hospital as a precautionary measure. The infant’s guardian, identified as Ismaila Blay was eventually contacted and responded to scene. Blay was placed under arrest and transported to the Frederick County Adult Detention Center for processing.
