On 2-15-15 at about 8:55 PM, the Frederick Police Department received a report of a domestic disturbance in the 1600 block of Colonial Way. The reporting party told police they were receiving text messages from a friend there, indicating she and her children were being held at gunpoint by a male, later identified as James Michael Lucas (07-07-1973).
A significant police response ensued, which disrupted traffic patterns in the area for a time as a perimeter was established for the safety of the public.
Members of the Special Response Team and the Crisis Intervention Team were on the scene immediately. Telephone contact was made with Lucas, who eventually released the children, an adult female, and then surrendered himself to police custody.
Detectives from the Criminal Investigation Division responded to continue the investigation, which has led to Lucas being charged with the following crimes:
1. Assault 1st Degree
2. Assault 2nd Degree
3. False Imprisonment
