On 03/24/14 at approximately 2017 hrs. OFC Kemp conducted a traffic stop in the area of West Patrick St and Hillcrest Dr. for a seatbelt violation.
During the course of the traffic stop a K9 officer was called to perform a K9 scan of the vehicle. The K9 positively alerted to the presence of controlled dangerous substance from the vehicle.
During the search of the vehicle, Officers located 4 hypodermic needles; 2 needles containing suspected CDS to wit Heroin; Paraphernalia; a scale with Heroin residue; prescription medication, clear tube with crack cocaine.
All suspects were charged at FCADC

Charges: Did possess controlled paraphernalia, to with Hypodermic needle; Did possess CDS to wit: Heroin; Did possess drug paraphernalia to wit: digital scale; Did possess drug paraphernalia to wit: glass tube with crack cocaine; Did possess with intent to use drug paraphernalia to wit: metal spoon with heroin.
Suspect: Shawn B. Bowers, DOB 7/17/88 of Maryland Ave, Braddock Heights, MD 21714
Charges: Did possess controlled paraphernalia to wit: hypodermic syringe; Did possess CDS t wit; heroin; Did possess with intent to use drug paraphernalia to wit: digital scale; Did possess drug paraphernalia to with: glass tube containing with crack cocaine; Did possess with intent to use drug paraphernalia to wit: metal spoon with suspected Heroin.
Suspect: Jonathan F. Adams DOB 6/10/88 of E Main St. Emmitsburg, MD 21727
Charges: Did possess CDS to wit: Heroin; Did possess CDS to wit: Diazepam; Did possess controlled paraphernalia to wit: hypodermic needle; Did possess with intent to use drug paraphernalia to wit: digital scale; Did possess with intent to use drug paraphernalia to wit: glass tube with suspected crack cocaine; Did possess with intent to use drug paraphernalia to wit: metal spoon with suspected Heroin
