On 02/22/2013 officers of the Frederick Police Department responded to Costco for a report of a male soliciting money from patrons in the parking lot. Officers working a plain clothes detail arrived in the area and observed the male speaking to the occupant of a vehicle. As officers walked towards the man, he disengaged from the person he was speaking to and approached the officers. He then asked both officers for money to purchase coffee. The officers identified themselves at this point and placed the subject under arrest. Search incident to the arrest revealed a large amount of cash and other items that had apparently been gifted to the subject as a result of his panhandling efforts. The subject was identified as listed below and charged on a criminal citation with violating the Frederick City Code ordinance against panhandling. He was then trespassed from Costco property and released from the scene.
