INCIDENT/ INFORMATION: On tonight’s date, OFC John Hoxie and Ofc. Rebecca Skelly of the Frederick Police Department’s Patrol Division were working in a plainclothes assignment in the west side of Frederick attempting to target suspicious activity and to deter burglaries. At approximately 2048 hours, the officers observed a particular apartment in the 1400 block of W. Key Parkway experiencing a large amount of foot traffic. The officers elected to approach a male they believed may be involved in selling drugs based on surveillance they had been maintaining on him. When the officers approached, the male turned and fled on foot from the officers. As he fled, he threw a large ball of suspected crack cocaine from his pockets to the ground. The officers were able to apprehend the male after a brief foot pursuit. He was also found to be in possession of a large amount of currency, which was subsequently seized for future forfeiture proceedings. The male was identified as Mr. Brown below.
