On 01/31/2013 at approximately 11:42pm OFC. Ryan Forrest of the Frederick Police Department was on routine patrol when he conducted a traffic stop next to the 7-Eleven convenience store located at 315 South Jefferson Street. While on the stop, OFC. Ryan Forrest was flagged by the on-duty 7-Eleven clerk who stated he had just been robbed at gun point and the suspect just left the parking lot in a blue Honda 4dr southbound on Braddock Avenue. At that point OFC. R. Forrest cleared his traffic stop and located the vehicle at the intersection of Norva Avenue and West Patrick Street. OFC. Ryan Forrest followed the vehicle to the northbound Rt. 15 ramp from West Patrick Street and conducted a high risk traffic stop with the assistance of Off. Scott Grigsby. During the stop two subjects, later identified as Kundu Ali Hines and Michelle Marie Burroughs, were taken into custody. Shortly later the clerk was brought to the scene and positively identified Hines. Upon further investigation, a BB gun made to look similar to a small caliber handgun and suspected controlled dangerous substances and paraphernalia were recovered from the vehicle. Both Hines and Burroughs were placed under arrest and transported to police headquarters. Once at police headquarters, Burroughs became incoherent and exhibited signs of being under the influences of controlled dangerous substances. Burroughs was then transported to Frederick Memorial Hospital for medical treatment. After further processing, Hines was transported to Frederick County Adult Detention Center Central Booking where he is awaiting an appearance before a district court commissioner.
