On 02/04/2013 at approximately 10:32pm Off. Michelle Donovan of the Frederick Police Department was conducting a foot beat check of the Community Action Agency, located 100 South Market Street, when she located two W/Ms to the rear of the building acting suspicious. Upon contact with the W/Ms, later identified as Eric David Joy and Christopher Michael Trainor, Off. Donovan could smell the odor of suspected marijuana coming from their clothing. Further, Off. Donovan located suspected controlled dangerous substances they had discarded on the ground as she approached. Both persons were placed under arrest and searched which yielded additional controlled dangerous substances and numerous personal items. At that point, Off. Donovan was contacted by a nearby resident who stated her apartment had just been broken into and her neighbor witnessed the incident. As a result, both Joy and Trainor were positively identified by the witness and the victim positively identified several items recovered from both Joy and Trainor as belonging to her. Joy and Trainor were transported to the Frederick County Adult Detention Center Central Booking for processing where they are waiting to appear before a District Court Commissioner.
