[ARCHIVED] Frederick Police arrest three for theft and CDS charges, 12-070581

On today's date, 11-08-12, the Frederick Police Departement arrest three persons for theft and CDS charges. Two of the arrestees had stolen a wallet from a person giving them a ride to a local gas station after their vehicle had run out of gas.

On today's date, 11-08-12, OFC Skelly with the Frederick Police Department took a theft report from a victim at a gas station located on the Golden Mile. OFC Skelly learned that the victim had observed two persons walking with a gas can down Alternate Rt. 40 toward the City. The victim advised she offered them a ride to a gas station. After dropping the two off, she discovered her wallet stolen from her purse, which contained numerous credit cards, cash, and other documents.

Officers were sent to the area of Alternate Rt. 40 to locate the suspects, later identified as Busick and Kelly (see below identifications). Initially, officers could not locate them or any vehicles that looked to be disabled on that roadway. Sgt. W. Trapp got onto I-70 east bound in an attempt to see if a vehicle could be located that appeared out of gas. He observed one on the west bound lane with the suspects putting gas in. After crossing the median, he was able to locate that vehicle now traveling westbound in what appeared to be an effort to elude him. Sgt. Trapp was able to get the vehicle stopped a quarter mile from the Braddock exit.

Upon his approach, and subsequent investigation, it was discovered that Busick and Kelly were in possession of the victim's wallet, which had been stuffed down Kelly's pants. Other credit cards owned by the victim were also located in Kelly's bra and in Busick's possession. Both were arrested without further incident.

During the investigation, the front passenger, Mr. Dunlap, was found to be in possession of a quantity of crack cocaine and paraphernalia. He too was arrested without further incident. All of the victim's property was recovered prior to any of the credit cards being used.

All three have been charged as follows. Photographs are not available at the time of this release.

2. Busick, Anthony Scott
DOB: 2-11-89
Hampstead resident

3. Dunlap Jr., Edward Gordon
DOB: 6-5-71
Westminster resident

Charges:

Ms. Kelly and Mr. Busick were both charged with the following:
1. Theft under $1,000
2. Theft of Credit Cards
3. Conspiracy to commit Theft under $1,000
4. Conspiracy to commit Theft of Credit Cards

Mr. Dunlap was charged with the following:
1. Possession CDS-crack cocaine
2. Possession CDS paraphernalia
