HOURS: The Municipal Annex Building is OPEN TO THE PUBLIC from 8:00 am - 2:00 pm (Mon. - Fri.)
ONE-STOP SHOP is held on TUESDAYS only from 8:00 am - 11:00 am (for eligible building permits)
EFFECTIVE IMMEDIATELY: The City of Frederick will NOT be issuing any license(s)/renewal(s) for the below contractors/trades. We will be using the Maryland State License website as verification of active license(s) if applicable.

• Journey / Apprentice Plumber / Gas Fitter
• Master Electrician's
Effective September 6, 2022 - Inspection Requests
- Building, Plumbing/Gas, Electrical, Site, and Fire - Inspection requests will need to be made between the hours of 12:00 PM (the day prior) to 7:00 AM the day you would like the inspection performed.
- SEWER TV inspections are required to be scheduled 10 days out.
Attention: 2021-2023 License Renewals - City of Frederick Licenses will expire on the following dates:
- Master Plumbing / Gas Fitter - June 30, 2021
- Utility Contractor - June 30, 2021
- Journey / Apprentice Plumber / Gas Fitter - June 30, 2021
- Master Electrician's - July 31, 2021

Online Submissions
Beginning, Wednesday April 1st, the City is pleased to now offer the ability for the public to submit applications and plans to the Building department online. Payment of fee’s by credit card can now also be accepted online. Click the appropriate links below and complete the pre-submittal application for your request. You will then be contacted by a staff member to complete the submission process.
(NOTE: If you will be submitting your project at our One-Stop Shop held on Tuesdays only from 8-11 am, you DO NOT submit a Pre-Submittal Form above. Refer to the One-Stop Shop list of projects that are eligible for this process.)

Attention: Architects, Engineers, Fire Protection Contractors & Electrical Contractors
Notice: The State of Maryland has Postponed the adoption of the 2018 Edition of the National Fire Protection Agency (NFPA) 1 and NFPA 101 Codes. As a result the City of Frederick will continue to enforce the 2015 Edition of the NFPA 1 and NFPA 101 Codes until further notice.
Effective January 1, 2019 the City of Frederick will enforce the following codes:
2018 NFPA 1 (Fire Code)2018 NFPA 101 (Life Safety Code)Standards referenced by these codes will also be effective (including 2016 NFPA 13 and 2016 NFPA 72) - These new codes and standards are applicable to Building and Fire Protection Permits submitted after December 31, 2018.- 2017 National Electric Code - This new code is applicable to Building Electrical Permits submitted after December 31, 2018.
Attention
Effective July 1, 2018 The City of Frederick has previously offered upon request as a service to private property owners the installation of water and sewer service connections from the main to the property line for a fee. Effective July 1, 2018, this service will no longer be offered. The City will however, continue to make the water and sewer taps. The fee for these taps will be per the fee schedule.

Plumbing Code Update: Effective July 1, 2017
The City of Frederick will adopt the following codes:
- 2014 Liquefied Petroleum Gas Code NFPA 58
- 2015 National Fuel and Gas Code NFPA 54
- 2015 National Standard Plumbing Code Illustrated
The City of Frederick will apply these codes to all Permit Applications received after June 30, 2017. View current updates to the National Standard Plumbing Code Illustrated. Inspections are code based. The City does not perform a plan review for plumbing or gas.
Building Code Update
Effective January 1, 2016, The 2015 Edition of the International Building Code (IBC), The 2015 Edition of the International Residential Code (IRC), The 2015 Edition of the International Energy Conservation Code (IECC) and the Maryland Building Performance Standards will be applicable to permits applied for after December 31, 2015. These codes will replace the previously enforced 2012 Editions.
Residential Builders Note: If your company currently has a production number for your house designs, be advised that you must apply for a new production number using plans that have been updated to the 2015 codes.
