Covid-19 Park Pavilion and Facility Permit Process
Park Pavilions
Our park pavilions are currently available for permitted use. Please adhere to the guidelines listed below. City of Frederick Parks and Recreation Department Return to Parks Guidelines:
- Users must ensure that all COVID-19 State, County, and City orders are being followed pertaining to physical distancing guidelines, maximum number of people gathered, PPE and cleaning, and face coverings.
- Hosts should provide hand sanitizing opportunities.
- Those in the at risk categories, including those age 60+, should consider not attending.
- Anyone who does not feel well, or has a family member that is ill, should not attend.
The City of Frederick Parks and Recreation Department reserves the right to cancel reservations in the event it is determined there is an increase in COVID-19 cases.
The City of Frederick Parks and Recreation Department reserves the right to immediately revoke a permit if current COVID-19 State, County, and City orders are NOT being followed pertaining to physical distancing guidelines, maximum number of people gathered, PPE and cleaning, and face coverings.
Restrooms: City restrooms may not be available for use by user groups. Availability by locations will vary.
All users MUST complete a new application at the link below.

- Your application request will be reviewed by staff.
- Once you receive approval of your special request and any modifications that we may ask of you, you will be allowed to use your requested date/s.
Park Facility, Bandshell, and Amphitheater Permit Application

SPECIFIC GUIDELINES FOR USAGE AT THE Baker Park Bandshell and Carroll Creek Amphitheater
- The user is responsible to create a temporary, secure perimeter around the venue to ensure that admittance is controlled and monitored. The temporary perimeter can be in the form of fencing, roping and/or line.
- The user is responsible to monitor the number of participants to ensure the current COVID-19 State, County, and City orders are being adhered to as they pertain to limits on mass gatherings.
